The 2033 EPC reform in 30 seconds
The 2033 EPC reform is an ordinance of the Brussels-Capital Region that sets a binding energy target for all Brussels dwellings: consume no more than 275 kWh/m²/year by 1 January 2033. In concrete terms, dwellings currently classified F or G will need to be renovated to reach at least class E (or better).
This reform is part of the Renolution strategy, the Brussels energy renovation plan aiming at climate neutrality of the building stock by 2050. It comes with a second tier of 150 kWh/m²/year by 2045, i.e. class C or better.
Until now, the EPC certificate was only mandatory in case of sale or rental. With the reform, it becomes mandatory for all properties, including those occupied by their owner.

Official timeline of the EPC reform
The official timeline comprises three main deadlines for Brussels owners: 2028 for entry into force, 2033 for the first binding target (275 kWh/m²/year), and 2045 for the final target (150 kWh/m²/year). New buildings and major renovations are already subject to stricter requirements.

- Today: 45 kWh/m²/year maximum for residential new builds.

- From 2030: every new building must be zero-emission (stricter than "zero-energy").
Is my property affected?
The short answer: yes, if your property is located in the Brussels-Capital Region. The reform applies to the entire residential stock, with no exception for owner-occupiers.
Affected properties
Each unit in a co-ownership is assessed individually. A single building may have apartments in different classes depending on floor, orientation and state of installations.
All single-family houses are concerned, whether a traditional Brussels townhouse, a bel-étage or a villa.
Even small surfaces are subject to the obligation. Energy-inefficient studios (old boiler, single glazing) are particularly at risk.

How do I know if I exceed 275 kWh/m²/year?
Your EPC certificate contains the answer. It indicates the specific consumption of your property in kWh/m²/year as well as the energy class (from A+ to G). Here is how classes are distributed:

Sanctions for non-compliance

Frequently Asked Questions
Does the 2033 EPC reform apply in Wallonia and Flanders too?
No. Each Belgian Region has its own EPC regulation. The 275 kWh/m²/year reform is specific to the Brussels-Capital Region. Wallonia and Flanders have their own targets and timelines.
My property is class D. Do I need to do works?
For target 2033 (275 kWh/m²/year) you are already compliant. For target 2045 (150 kWh/m²/year) you will however need to reach class C or better. You have time, but anticipation is wise.
I just bought a class G property. Should I renovate immediately?
Not immediately, but works must be planned before 2033. Start with an energy audit to prioritise interventions, activate available Renolution grants, and phase the works if needed.
How much does renovating from G to E cost?

Can I sell a class F or G property after 2033?
Legally, selling remains possible, but the property will be in breach of the EPC regulation. This entails possible sanctions and a value drop.
