EPC Target 150 (the 2045 cap) in Brussels: is your class enough?

By 2045, all Brussels dwellings will aim for 150 kWh/m²/year maximum — i.e. class C minimum. Everyone talks about the 2033 deadline ; the real challenge is this 2nd step. Especially for class D homes, compliant today but not for 2045.

275 → 150: why a 2nd step?

The Brussels EPC reform does not stop at 2033. It sets out two successive steps to lower the energy consumption of the entire residential stock. The first gets a lot of coverage ; the second much less — and it is the one that will demand the most effort.

1 January 2033 — target 275

Maximum 275 kWh/m²/year, i.e. class E minimum. Classes F and G are removed from the residential stock.

31 December 2045 — target 150

Maximum 150 kWh/m²/year, i.e. class C minimum. A threshold almost twice as demanding as the 2033 one.

The class D trap

Here is the point many owners miss : a class D home (between 150 and 210 kWh/m²/year) is perfectly compliant for 2033… but off target for 2045. Compliant today, non-compliant tomorrow — without knowing it.

Below 275 kWh/m²/year, a class D home triggers no obligation by the 2033 deadline. All seems fine… on the surface.

Off target for 2045

For the 150 kWh/m²/year step, you must reach class C. A class D home must therefore gain at least one class — which means works.

The risk is not the immediate fine, it is the late surprise : discovering a few years before the deadline that a renovation is still needed, precisely when every other owner wakes up and demand on the renovation market is at its peak (lead times, prices, availability of contractors).

Your EPC certificate shows your class (A+ to G) and your consumption in kWh/m²/year. Here is, class by class, where you stand against the 2045 target 150:

Class D to G

Improvement works will be needed to reach class C. The earlier it is planned, the more it can be spread out. An energy audit identifies the priorities.

Renovate now or wait until 2045?

2045 seems far away. But for a class D or E home, waiting until the last minute is rarely the right strategy. Here is how to decide:

Anticipating lets you spread works over several years instead of financing everything at once near the deadline.

Avoid the bottleneck

As 2045 approaches, demand for renovation companies will rise. Acting early = better lead times and better prices.

Add value to the property

A better EPC already means a higher resale value and easier letting today. The benefit is immediate, not just in 2045.

Frequently asked questions about EPC target 150

What is the EPC target 150 in Brussels?

It is the second step of the Brussels EPC reform: by 31 December 2045 (at the earliest), all dwellings in the Region must consume no more than 150 kWh/m²/year, i.e. class C or better. It follows the target 275 (class E minimum) set for 2033.

Is the 2045 date certain?

31 December 2045 is the 'at the earliest' deadline. The exact date still has to be set by the Brussels-Capital regional Government. The trajectory is confirmed, but the final calendar may still be refined: anticipating is therefore advisable.

I am class D: am I compliant for 2045?

No. A class D home (between 150 and 210 kWh/m²/year) meets the 2033 target but exceeds the 2045 target. This is the 'class D trap': compliant today, but works will be needed to reach class C before the deadline.

Which EPC class must I reach for target 150?

At least class C, i.e. consumption below 150 kWh/m²/year. Dwellings rated A+, A, B or C are already compliant. Classes D to G must undergo energy improvement works.
